Oregon Third Party Alcohol Liability laws can hold a licensed provider of alcohol responsible for any harm or injury caused by the selling of alcohol to a visibly intoxicated customer, or a minor, which then leads to an accident or fatality, but the issues involved with intoxicated customers and over-serving of those customers or serving minors are not always that clear.

Mr. Hopkins has taught Oregon Liquor Control Commission (O.L.C.C.) Alcohol Server Education classes for over 10 years to business owners and alcohol servers, and Oregon Dept. of Public Safety, Standards, & Training (D.P.S.S.T.) Unarmed Security classes to bouncers, doormen, nightclub and event security for over 12 years. He has also owned and operated a large “crowd control” company with a Summer staffing level of over 100 that specialized in providing security services to events where alcohol was a factor throughout the Northwest.

In 2006 was called into the Eugene OLCC office and asked by Inspector Mark Jennege if I could
provide special "at location" DPSST unarmed security classes to local bars, nightclubs, and other
"drinking establishments. Inspector Jennege informed me that the OLCC was responsible for checking
for compliance with DPSST rules and regulations and that most establishments in the area were not
compliant. I then provided that specialized class to staff at numerous drinking establishments.
In 2007 was accepted as a candidate for an investigators job with the OLCC
